Is it possible to track people by computers and not by sessions?

I would want to ask if Piwik can track people by computers/user and not by sessions.

Scenario:
Bob goes to SiteA, browses the site, opens a new tab and closes the browser. 3 days later, Bob goes to the same site and goes to new pages.

As per my understanding, Piwik will track these 2 separate browsing events of Bob as 2 sessions and Piwik will not see these 2 sessions as coming from the same person (Bob).

Is it possible for Piwik to treat the 2 sessions / browsing events described above as coming from the same person?
